[1.0.0.56] can't request to cede city

I have conquered the former capital of Germany (Aachen), which got wiped out because it was their last city.

Some turns later, India declared war on me, managed to conquer the city and kept it for 2 or 3 turns.
When India asked for peace, I noticed that I could not demand Aachen back from them, being the only city I could not add to the list of things I demand (clicking on it did nothing). Not sure if this is a bug or a feature, since it was a former capital.

So I denied the peace request and conquered Aachen back.

After that, we negotiated peace, but there was also no option to cede Aachen, which makes sense, since I held that city before and they took it from me.

The problem is, that India keeps hating me eternally now for occupying one of their cities!
Even 150 turns later they perma-denounce me (new denouncement as soon as the previous one is over, reason: I would occupy one of their cities), and there is nothing I could do about it. I can still not demand to cede Aachen or whatever.
Hell I couldn't even give it back to them, even if I wanted!

I never even attacked one of their original cities, conquering Aachen back was the only thing I did.
 
I have the exact same bug, which is pretty annoying.
As Victoria, I conquered Madrid. I conquered all the Spanish cities, so all the cities went from occupied to normal status.
Then France managed to take Madrid from me for 3 or 4 turns.
When I took it back, and decided to "Keep" the city and not "Liberate", and the status of the city went back to... "Occupied", which is obviously a bug, isn't it ?
After destroying most of the French, Catherine would not propose Madrid as "cede" (but did for 3 other cities). Now I have Madrid stuck at 3 pop.
I will try to wipe the French to see if Madrid looses its Occupied status but I doubt that.
It's the second time I have that problem, and that really sucks. It doesn't completely ruin your game, but when playing Emperor level it sucks to have to keep an Occupied city like and not being able to do anything about it is quite frustrating...
 
That's a problem with cities which change hands multiple times, sometimes they get stuck in an uncertain status like this (looks like the game just loses the track of who was the original owner).

If it was a city-state you'd see it in the list as still alive too.

Also (just in case) if you make them cede a city in a peace deal, they'll still be *****ing that 'you occupy one of their cities'. They won't if you take two cities from them, then return one and make them cede another.
 
If a city is captured on the turn of peace and you do not choose keep before the peace deal the city will stay in occupied status for the entire game. I imagine the AI may have the same issue or maybe it happens with last cities. Either way I agree the area needs a code change.
