Tea is not granting me the amenities for my 4 cities, even though I have at least one copy of the resource not traded away. Seems to be working for the other luxury resources fine.

Actually what was interesting is a few turns later a trade deal appeared on my resource report trading away a unit of tea which wasn't there before.
