1.0.1.2.9 World Congress Wont Open (ios cloud)

Hello,

I am playing a cloud multiplayer game. When I launch my save game the world congress icon is highlighted on the bottom right, but clicking does not open the world congress. I can take no other actions and the game is soft locked.

The other player in the game sent a deal the previous turn, I'm not sure if that is relevant or not. Shutting the game down and restarting it has no effect.
