Umm, don't know why you're bumping this thread. The June update isn't out yet and won't be until Thursday of this week, so we don't know yet whether this has been fixed or not. Although it's likely considering they've found the problem and stated it will be addressed.

I can confirm it was not addressed. Starting new game does not allow stealing. Not even mentioned in the change log. Let's hope for July update with Ethiopia.

Still disappointing that Firaxis didn't provide a list of the bugs that should be fixed with the latest patch. Only this: 'Additional general bug fixes and polish.' Now people just have to try and find out... A bad way of communication.

You can steal great works after release of july update. Just tested. Good luck
