Since the 1.1 parch, if you have filled all the resource slots in the settlement that is at the top of the list you cannot add resources to settlements below it. You have to leave a slit open or it won't let you assign. Unsure if this is a Nintendo Switch specific bug as I have not seen it reported by console users.
