Barb naval units spawn in lake tiles. In this game, a caravel got placed in one of the lake tiles near Kayes. (See second screenshot saying it will spawn the caravel in Kayes).
(Save game is from more than 20 turns later but you could probably still find it or a similar barb camp that'll spawn naval units landlocked. FYI this uses map/mod Scrambled Australia but shouldn't effect game saves so you can load it).
