All DLC's and patches - April patch seems to have disabled dams? Can't build in multiple cities (even playing around with swapping ownership of tiles)

Which map do you play on? A TSL one? Unless it is the Mediterranean one (where it works), all other TSL maps are broken in regard to river naming/flooding/dams:
