1.0.3.31 Secret Society Governor Promotion Bug

I joined the Owls of Minerva Secret Society at nearly the beginning of the name. However, when I reached the Medieval Era, the governor tile didn't upgrade. It hasn't upgraded at all and I've advanced to the Atomic Era. Is it a bug or is it because I am using some mods that aren't compatible with it.

When you say it hasn't upgraded at all what exactly do you mean? It's not passive, you have to spend a title on it like all Governor upgrades.

I've had titles to spend, but the ritual option is blacked out when I try to select it.
