Noticed this in our Multiplayer game last night. We played the game with Barbs disabled. Both Germany and Poland were AI. Both had the trait that likes "Civs who kill barbs." Kept getting flavor messages from them, unhappy we weren't killing barbs.
Game should disable the trait, when barbs are turned off.
