[NFP] [1.0.8.4] Cannot place spies in enemy cities.

Hi,

I received my first spy when buildingt he Int Agency as normal, but cannot place them in an enemy city, the list of cities shows as normal with the relevant districits. However, when you make your choice and click onthe chosen city, it lists no available missions and the confirm placement button does nothing when clicked.
I tried re laodng and this did not help, as well as putting the spy on counter surveillance for a turn to see if that helped, but was still no good afterwards.
It is common across every enemy city/nation.

Not a bug. You can no longer conduct spy missions on allied Civs as of the October Update. From the patch notes:

• Spy missions can no longer be performed in cities of a player you have an Alliance with.

You can only spy on Lautaro, Laurier, & Musa in your save.
