Reproduction steps:
Current result:
+ when clicking Return to Game you get there:
and when clicking End turn you go back to the previous screen
Expected result:
- load savefile
- Begin voting
- click at the top left on Diplomacy
- check the types of governments of the other players so that you can guess what they will vote
- click at the top left on World Congress
Current result:
- display of past effects, impossible to vote
