1.52 AI building cavalry without rifling

I don't know whether to post this under funny screenshots or bugs...

I had a considerable techlead over everyone else: no one had printing press yet, so how could Huayna Capac have Rifling? Well, easy: he didn't. He had Military Tradition and somehow managed to make cavalry with just that. I'm just hoping Cossacks somehow escaped this bug...

Has anyone seen this before? If not, could you try it out? I'm not running any mods, so I'm pretty sure this happens more often.

Cavalry only requires Military Tradition, not Rifling, and this is how the game is supposed to work.

right. Guess I should have checked that first. It requires gunpowder but not rifling. Don't think that makes sense, but that doesn't make it a bug huh?
