I just upgraded my computer to a 3 gig Intel processor and 1.5 Gb of and got a new motherboard. nw when I played civ 4 today I got A bug were the border only showed up partially.

By The way I've only played one game And I'm Using the New Version Of The Realism Mod.

Never Mind, I Reinstalled And Repatched, And The Problem Is gone now. I guess that when I copied every thing from my old hard drive, there might have been some corruption.
