1.61 Start Positions too close

I started a Huge map with 5 continents. Out of all the places the 17 opponents could start at, one chose 2 squares away!!!! Not only that, my warrior starts on the same square as their settler! Not only that, but when their settler lays down I cannot expand! Not only that, but I have to give up my many many resources, and what would have otherwise been a decent starting place. This is the crappiest starting place ever.

Unlike the previous three "bugs" this is a genuine issue that affects gameplay. 1.61 includes a minimum civ starting distance value of 10, as well as a starting distance percent value in one of the XML files which I assume was intended to prevent starts like this, however it evidently doesn't work.
 
This isn't just a 1.61 issue - it happened in 1.52 as well.
 
I know it happened in 1.52, but I thought they'd fixed this one for 1.61. I have to ask if you are actually running 1.61 aalaardb2, since the save game you posted in one of the other threads is not from 1.61?
 
Right clicking on my Civ4.exe shows 1.6.1.1841
Clicking update says there are no updates.
 
It just seems to have been something with that first save I downloaded, which gave an invalid version error. The second one seems fine and from 1.61 (I assume you haven't updated since the screenshots were taken).
 
I also had something similar happen with 1.61. I played a prince game with 6 AIs on a standard map. After the first turn, bismarck founded his capital and the cultural borders were up against mine, so that would be what, 2-3 spaces away?
