To me, the major issue with the 1 upt structure as it currently stands, which mods such as this http://steamcommunity.com/sharedfiles/filedetails/?id=857540676 (which features very large maps compared to an average game) have helped me to understand, is that fighting on normal maps is very cramped because they are basically strategic-scale maps, the same as before Civ 5 except with hexes instead of squares. This isn't just a matter of being unrealistic (although it is extremely), it actively hinders genuine tactical maneuvering because units are constantly bumping into natural obstacles, such as mountains or coastlines, and cities and their ranged bombardment. To get around this, I propose that there be a bifurcated map. One level is the city and worker management level, and this is the same map that we presently use. The second level is the military level, based on the same general terrain features of course, but with three or four times as many hexes. Please note that this is not the standard proposal for separate tactical combat phases like in Age of Wonders 3. Instead, civilian and military units each exist within their own level from the time they are produced, and within these operate according to strait 1 upt.

However, unit production costs are not reduced. This means that there is now much more space for units to operate in, and for mobility to be made full use of. There would also be a number of possibilities for making terrain more in-depth. For example, rivers could, on the military map, become the equivalent of coastal tiles, impassable except at certain fords or bridges. I think this would make war a more interesting process with a greater variety of possible approaches than what is currently in place.
 
i do agree with you and this is a decent proposal, since civ 5 this problem became realy a huge one, even the devoleper admitted the map where to small for this new mill unit style play. i have been asking for bigger maps for a long time
well since civ 5 came. also the seas are under used, civ be was great example how the seas can be uses and exploited more . but your solution is a very decent one
