This old bug from when Civ VI launched (and until after R&F) has resurfaced again with Leader Pass 
You click end turn and the game keeps spinning never making it to the next turn.
WORKAROUND: Reload from autosave.
(Usually it doesn't happen again).
In my experience this is a concurrency related bug and very hard to nail the problem(s).
I forgot to save a game (though IDK if it would have helped devs much because you need to also make note of the exact moves you made, which I didn't as this was very late game).
I will next time.
