Actually, it makes a lot of sense - civilians are killed when cities are taken, not just soldiers. And while complete destruction of cities is rather rare, when it did happen, its people were either killed or sold into slavery (Carthage, for example).

i probably should've been more specific. i meant soldiers who aren't even anywhere near the city.
