1024x768 resolution - Can't choose diplomacy options

I am running Civ4 in 1024x768 (since every other resolution causes major stuttering) and I cannot choose any options when the diplomacy box comes up, the Unit control panel covers up the options. Is there any way to get around this problem?

While I can't really help you with this, I don't get this when I start diplomacy; the diplomacy dialog is above the interface.

But I can easily reproduce it if I then ALT-TAB back to the desktop and go back to Civ4 - then the diplomacy dialog suddenly lies below the map interface...

Too bad ALT-I doesn't work when the diplomacy dialog is open, as that'd been a temporary work-around...
