As far as i know the interception chance and evasion chance are independent. There's a thread on details of air combat somewhere. The evasion chance is checked first, and if successful, interception isn't even checked for, the unit just gets though. 5% or 50% or 5000% interception doesn't matter for evasion. half the time the unit will just bypass any check for interception.
If the unit fails its evasion check, then an intercept chance is rolled for the highest available unit. Only one unit gets to try. Having more than 100% won't help this.
There are 2 things i think 130% interception can do. First being damage reduces your chance to intercept. So if you fighter has taken some damage, it would still have a higher chance to intercept. This may not be a good thing, b/c its likely to get it killed.
Also if i remember right, air combat damage is based off interception chance. again this isn't really useful because a 100% chance gives 50 damage per round won. increasing that 30% is little help, you still win in 2 hits. And there may be a cap defined in the xml/python, i can't remember.
