144 FPS in regular, 20 FPS in strategic

Does anyone know what could be causing this anomaly?

I have an expensive rig, can go into those details but just trust me when I say it's not bottleneck related (don't have issues in much more demanding games).

I've tried going to minimal settings - everything on the lowest setting, (even though I run 100FPS+ on every maxed), I've tried swapping v-sync on/off, tried window mode at 5 different resolutions/borderless window/fullscreen, and none of these combinations result in a fix. I've also ran these tests in DX12 and both non-DX12 mode.

The weirdest thing too is that when I turn on Strategic view, it locks down to 26FPS exactly, as if it's capping on purpose.

**Does anyone have any idea what's causing this behavior?**

(Some random other details:
-I have Gsync Monitor
-I have 4 Monitors with different resolutions and refresh rates, my main monitor is a 1440p/144hz that is running civ. Mind you I did try every combination of windowed/border-window/fullscreen.
-All temps are normal, no crazy CPU/GPU spikes while running CIV
 
Update* The problem reared it's head again in my 200/500 Standard Game with Zulu, 8 person map being played online. I noticed the STRANGEST thing. It appears that if I have 'Show Yield Icons' On while in strategic view - everything goes bonkers. (from Max 144 FPS to the cut value of 20fps~, also tested this on my 60FPS monitor and same thing 60 fps to 10 fps).
o.o At least I know I can hotkey off the yields to fix (which I normally ALWAYS keep on, I'm a #'s guy not visual ;p)...
Wish I knew if there was a specific resolution to this however, or if others could re-produce the issue.
