158.2 'Covet Lands' Bug Still Present

I'm still getting the 'Covet Lands' modifier from turn 0 (or, at least, from the turn that I meet them) with other Civs, even if they are on another continent with plenty of room for expansion.

It's possible you're aware of this, I just wanted to make sure you know it's still around.

I don't know what affects this, or how to change it. I looked through the variables extensively a few months ago without finding any leads.

Let's hope the 'super new and improved' (See: Likely unchanged, but we can all pray) G&K DiploAI fixes this.

I rationalized it as a good thing, serving as a slight nerf to the human player, but not one that can upset the apple cart. For example, it has no meaningful effect on alliances.
