Only change to Rome: change the building retain on conquest ability so it doesn't let them steal UBs and UNWs anymore.

I thought pilum and villa were quite popular, they could be included here to sugarcoat the loss of UNWs. Not that I disagree with you but I doubt people would vote for this, the reasons don't mean much for a lay-VP player, it reads as a nerf for a civ with dubious performance for the sake of modmods.
 
This is mainly to gauge agreement with this 1 change in a vacuum. Since the polls are multivote it shouldn’t detract from a more comprehensive or popular change.

If the villa were included here, Rome would have three UCs. And in another proposal, it is already suggested that pilum stay on upgrade, so some people already consider the current Roman kit too weak even with the UB stealing ability (and the pilum proposal will be voted on separately anyways). I agree that something should be added here to compensate for the weaker UA, but it should be some other addition to Rome's UA.
 
I would vote for this. I have made this change in my own balance years ago and never looked back.
