It has flag promotions and improved city view. Hopefully it doesn't explode, but it's not my fault if it does. I've yet to stress test this one.

I tried the modpack just now but the city view was broken. I have the Feb. 15 VP (EUI version) installed and then unpacked your modpack to the DLC folder. I don't know if it was the EUI or the improved city view that caused the issure. Can you take a look at it? Thanks!

Update: I removed the improved city view folder and it worked well for at least the first several turns.
