2 new player questions...

1) How do I capture horses? I have the tech animal husbandry and I put the worker over the hex. What else do I need to do?

2) What is luxury tech? How do I know which hex gives me what luxury items?

Have your worker build a pasture improvement on the horses tile - it will be one of the options in your worker's task menu, just like building farms or mines. Of course, the tile must be inside your city's boundaries to improve.

Same for luxury resources - once the tile's inside your boundary, send a worker over to build a mine, plantation, camp, or other appropriate improvement. For water resources, you have to send a work boat.

Check the Civilopedia in the Help menu, top right of your screen, for a complete list of resources and what benefits they provide.

Just to further elaborate, the only improvement that can be built outside your borders is a road.

forts can be too.

also, if an enemy player builds a city and takes your roads (their borders cover you roads) you can use open borders treaties to still use them.

If OB, you can use all roads, regardless if they were yours or not.
