2016 Ready Achievement bug (Not a Bug)

I've been playing as Brazil trying to earn this achievement and I have gotten to the point where I should be able to build the Estadio Do Maracana in the same city as Christo Redentor. However, when trying to build it, the interface tells me that there is "no suitable location" for the Estadio Do Maracana.

Prerequisites for Estadio Do Maracana are:
It must be built on flat land adjacent to an Entertainment Complex with a Stadium.

Can someone take a look at the save and explain to me why I can't build Estadio Do Maracana in the 2 tiles just to the northwest and west of the Entertainment Complex (Street Carnival) which is adjacent and northeast of the city center of Salvador Da Bahia?

One of the tiles has a farm, but it is a flat spot adjacent to the Street Carnival. The other adjacent tile is also flat and has horses on it. Either should work in theory, but neither are allowing the Estadio Do Maracana to be built on them.

I'm traveling, so I can't open the save, but you can't place a wonder on a tile with a strategic resource on it, so that rules out the horse tile. As for the farm tile, is it a floodplains tile? Wonders cannot be built on floodplains (unless you are Egypt).

Thanks for the reply! Someone else on another forum pointed out why the horse tile is out and asked the same question about the floodplains. It's not a floodplain tile. Here's a screenshot:

Are you sure that the tile is owned by the right city? Go to the assign citizens screen and see which city "owns" the tile (hitch city can assign a citizen to work the tile and obtain tile yields). If it's owned by the wrong city, you should have a swap option.

Ta da! That was it. The tile was owned by Rio. I just swapped and then the option presented itself. I should have thought of that. Thanks so much for solving the issue!

I revive this thread because I got the same problem. I did swap the tile ownership to the right city but I'm still unable to build Estadio Do Maracana.
In the city of Lyon, I have an Entertainment complex with Stadium, but I would like to build the wonder in Paris. The wonder requirement do not say that Estadio Do Maracana must be same city with entertainment complex (but next to it!)
