[3.12] Can't raze city

a bug i found : I can't raze cities after capture. And of course it's not the capital or a city state. A simple little city i need to burn to the ground

Is it an Indonesian City? Their three first cities can't be razed. I thought it was a bug until I read Indonesia's description.

no a city from poland.
but if there is no bug for the others i know maybe why.
I started the game in 3.11.1 and maybe the load in 3.12 is bugging.
I'll try to raze a city in pure 3.12 game (but IA isnt cooperative )

I too encoutered an unrazeable city. I think in my case it was because the city was the holy city for a religion (Ethiopia lost its capital right before founding a religion).
