3.19 bug with city production orders?

It happened again, and now I have a savegame.
It always happens in my capital.

Load the 1595 save. Look at Bibracte, building a bank, and with a clear queue. The next turn, it will do research!!!!!

you have the city governor set to automatic production - turn that off and it will ask you again what to build :)

no bug - works as intended.

I disagree, if your research multipliers are stronger the governor should ABSOLUTELY be building WEALTH if you have currency. However, it stupidly over-rides wealth to switch to inferior research if you leave it on...

Also, the awful governor probably shouldn't automatically stop working mines to work coast when you build wealth!!!!!!!!!!. What the heck? That functionality doesn't make sense. The city doesn't make more gold that way, especially not when you have :hammers: multipliers and NOT commerce multipliers. It doesn't have better output that way. It is COMPLETELY inferior, so why is it coded to do that? I'm still EMPHASIZING HAMMERS! WORK HAMMERS!

Can't it take the slider into account? Yes, because it seems to do so already in other instances, so why are we in 3.19 with the governor still assigning citizens to tiles that are *always* inferior to the improved tiles the were just working????????

This is the kind of thing that makes the AI perform so bad it needs ridiculous bonuses, some of which are hidden ----> cheating.

Also, why hasn't the unit selection bug been fixed :(.
