[3.19] Multiple airlift to the same destination city

I have noticed the following strange behaviour:

• If you airlift a unit to a destination city with no airport, you can't airlift in the same turn any more units to the same destination city.
• If you airlift a unit to a destination city with an airport, you can airlift in the same turn more units to the same destination city .

I think in previous patches you could airlift only one unit per turn to a destination city (with or without airport).

Has anyone noticed it?
