3.19 not patching

the patch seems to install but does not, and none of the mods i load show up in the game screen

Are you running the patch file from a download or in-game. In-game may not work.

I tried uninstalling everyting and reinstaling but the same thing happpens, which is nothing. Run the patch and it ask for language , asks for licence agrement, click next to begin installation, screen flickers and nothing happens. Im running this on XP. have complete Civ 4, and it shows as 3.17 after installing
