3.34 Carthage Harbor/Wheel

Harbor connects cities starting from Turn 0. even without wheel researched.

The internal trade route icons only appear upon completion of wheel, even though the gold bonus is applied starting from Turn 0.

EDIT: seems a bit overpowered to have it connect cities starting from Turn 0 though..

This seems to be a (intended?) change from vanilla BNW. Even though the city connection icon does not appear, the cities are functionally connected. So this includes enhancements from social policies, etc.
