How close are the two cities you are linking through the trade route?

Two nearby City State that are Maybe 6-8 hexes away from my holy city (unenhanced)? Sea routes

Ah, you can't stack pressure like that. So if the city is already receiving pressure from your holy city (within 10 tiles) then you can't send a trade route to double it. If you have another city with your religion that is further away (10+ tiles) then you should be able to get pressure going along with your trade route.

No double dipping!
