I believe this is dependent on era. For instance, in the Ancient Era it's only 1 strength.
- If a civ has not built any ranged units, a city fires with a strength of 3.

But you must have built at least one of them. If you never built one, city ranged strength stays at 3. Once you build a slinger, it goes up accordingly and stays there. You may lose that slinger, but city ranged strength will not go down, because you already have history of having had a ranged unit.Well, you start the game with slings, which have a ranged strength of 15, so even allowing for the game's logic of using the highest strength of a ranged unit, it doesn't seem to be in keeping with that.
Unless you're using the cat skin mod, in which case they'll just curl up and take a nap. If you're lucky, they'll bring back a dead bird or mouse that you can throw at the enemies.
