I just learned that the world in civ is build in the same way as the real world, so you get the next layers:
snow
tundra
grassland/plains
desert
grassland/plains
jungle
grassland/plains
desert
grassland/plains
tundra
snow

So if your city is placed in the grassland next to the jungle you will have a good chance that the space elevator can be build over there.
