Even though it is not a bug, I think it is still questionable that unemployed citizens actually share all benefit for real specialists.
Civil society, democracy, secularism give same benefit to the unemployed.
Maybe, in Korean Civ, every unemployed citizens will generate 4 science with secularism policy. If the unemployed are more productive than working people, I really wonder whether the developers intended this.

As far as I know this was the same in civ4, except they were just called the "citizen" specialist. Bonus yields to all specialist types would get assigned to them too.
