Got a perfect location for four city hansa placement, but im having doubts that its optimal. Have a look:

Any of those points would get four-city coverage, but remember the Hansa gains bonuses from adjacent resources (of any kind) and commercial districts.
Depending on your city tile ownership, you could get your Hansa adjacent to multiple commercial districts. (Which themselves would be optimally placed by rivers.
I'm not 100% sure how radiating industrial zone bonuses work, but I think you might only get the bonus to production from Factories and Power Plants, so you may be better off building more than one in the long run depending on which cities you want to specialise in production.
