Current situation
Syncretism (Enhancer)
+1 :c5faith: Faith,:c5science: Science, and :c5production: Production in Holy City for every 2 followers of other Religions in owned Cities.​
+1 :c5faith: Faith in a City for every 15,:c5science: Science per turn it produces, capped at half the number of Followers in the City.​

Problems:
AI doesn't know how to use this ability that rewards you for getting spread to.
This ability scales really, really hard, and has the potential for human abuse. It doesn't seem intended that a belief should reward you so much for something the AI can't replicate.
The :c5faith: Faith for every X:c5science: Science ability exists on the Gurdwaras Follower belief. Having duplicated abilities is not good, and this is a local bonus and so it is a better fit as a follower bonus.

Proposal:
Change name to 'Universalism'​
+1:c5production::c5science: for every 5 followers of foreign religions in your own cities​
+1:c5gold::c5faith: for every 10 followers of your religion in foreign cities​

Reasoning:
Retains the bonus for being spread to, but weakens it, and hedges it against bonus for spreading.
Essentially, this allows you to only focus on foreign spread, and to neglect your own cities, without exclusively rewarding you for actively spreading a foreign religion into your own cities. This more ambivalent approach will be easier for the AI to handle.
The foreign cities bonus used to be on Abode of Peace, but was dropped last congress, meaning it is available to be moved here.
This gives a spread-rewarding ability which replaces a local city bonus. This bonus type is much more in line with Enhancer bonuses, and leaves the :c5faith: Faith per X:c5science: Science ability on a follower belief.
