Sorry, that was rude of me to use a term you might not understand.
"Milking" is the process of maximizing score while dragging a game out all the way to 2050 A.D. The idea is to squeeze ("milk") as many points out of the game as possible in a "histographic" victory. This is why the highest scoring histographic victory in a Game of The Month gets the "Cow Award".
This is an oversimplification, but a milked game is divided into 2 phases: a conquest phase and an actual milking phase.
During the first phase, you want to basically kill off all AI but one (maybe two), and reduce that one to the point that they are no longer a factor in the game. You will have to keep one AI alive (to prevent a conquest victory) and some captured cities will need to be razed to stay under the domination limit.
Once you've got the AI effectively out of the game, it's time to concentrate on maximizing the score. The idea is to stay just barely under the domination limit and then maximize the number of happy citizens. In this phase of the game you seek to maximize population (particularly happy citizens) and squeeze ("milk") every possible point out of the game.
In the latter stages of the game it may be necessary to sell off some cultural improvements to prevent accidentally triggering a domination or cultural win.
