I just noticed while building a Settler in a non-capital city that I'm getting a +50% boost for it. Is this policy changed in VEM to provide the boost in all cities? If so, the text needs to be changed.
Are you referring to the Liberty tree policy? If so it should be listed as "Policy Modifier for Settlers." I glanced at the code and it definitely checks if the city is the capital. How do the numbers add up?
I didn't keep a save, but yes I'm referring to the Liberty policy. IIRC the city was getting 31 base, +10% for the Smithy, and 50 total when building a Settler. There was no modifier listed in the hover, but for sure switching something else in place of the Settler dropped the production back to normal levels.
Could that have been from food? I think I include food in a settler's final production value, instead of base, so it doesn't get double modifiers (food mod and prod mod). I'd have to check when I get home.
Ahh, perhaps. I didn't even think of excess food since the numbers added up at first glance. It would be helpful to show the coming from food in that hover. Doesn't Vanilla? I don't recall myself.
Vanilla tooltips for yields are very disorganized and hard to read, often including things in the wrong places (such as food surplus and base modifiers listed together). I've worked at making it easier to follow, but in a few places, things still aren't quite as clear as they could be. I'll see what I can do to improve this for settlers.
