Sigh. However, you left out the fact that many (dare I say a good majority?) of our 'elected' leaders do govern by poll numbers as it is seen as the method of keeping themselves in office. Ergo, in reality, we do often govern by poll numbers...

We don't have a democracy we have a federal republic and polls are not elections.
 
Saying that "the fickle moods" of the American public should be ignored by "responsible" elected officials is pretty dumb when Congress is elected every two years PRECISELY so that it is punished if it strays too far from the will of the public.

That's why the Republicans lost horribly in 2006. Don't worry, the realization will sink in eventually...
