You can normal tribute when tribute score is >=20%.
Rationale:
1. It's too easy to extract some gold from CS at the start of the game as you explore with your Pathfinder. 20% should require you to at least bring along your Warrior.
2. Early on you can also complete tribute quests with none of your units near the target CS.
