Current:
Demanding Heavy Tribute from a City State cancels all quests and gives 50% of the completion yield rewards to the player (no influence).
Problem:
Global quests are given out to every player that's not at war with the CS. It's possible to time it and demand heavy tribute on the last turn of the quest, and a new global quest is given the turn after, which may be completed right away for another burst of rewards.
Unlike personal quests, some global quests don't give yields and just disappear if you demand heavy tribute.
Some quests have 1 Happiness as reward and 50% of it is nothing.
Proposal:
Demand Heavy Tribute from a City State cancels all personal quests and gives 100% of the completion yield rewards to the player (no influence).
Since there can be 2 personal quests active at a time but only 1 global quest, this should be an overall buff.
UI improvements:
Make Heavy Tribute impossible (disable the button) if there is no personal quest to liquidate.
Change the quest display in the CS menu to two lines: global and personal.
For EUI, also add a | between global and personal quests to the left of CS icons, if both types are present. The CS tooltip should also be updated to specify global and personal quests.
DLL + UI changes needed.
