7.1 B13 UI didnt load! Delete cache ... bug

Downloaded newest version, and started up a game. I got the UI didnt load problem.
I after that deleted my cache + moduserdata and gave it another shot. Didn't work.
I also tried without any other mods, but the problem still remained.

I have been getting this error for a few versions of 7.1 beta. It seems pretty random when it starts doing it for I have had it happen at the start (the most) during and loading a saved game. I have no other mods loaded.

I do 2 thru 6 on that list every time I download a new version being beta or official. I start a new game everytime I download a new version so I guess I don't do one. I did forget to mention that I use the trading post and no spaghetti update. I didn't think this would have anything to do with it but thought I should mention it. I also edit the min city range value to 3. I was using info addict but took that out of the picture and still got the error in a new clean game doing steps 2-6 on your commen problems list.

Update: I started a new game with version B14 and have yet to get the error. Will keep you posted.
