Thal, I might have found out why my culture victories are taking so much longer than yours

I have confirmed that my cities are not calculating culture correct in both the quick summary and main city views. They are giving me less culture than they should, by actually quite a bit.

The game is King Difficulty, Fractal Map, with Suleiman.

Judging by how much culture I've been getting my last few games, I think the bug must be systemic. I'm making about as much culture as i have in previous games, but I just started noticing the bug in this game when a 23 population city with the same specialists and culture buildings was making less culture than my 19 pop city.

Thal I think I isolated the bug: There are two issues with the museum.

1) The population culture from the museum is shown in the summary window twice, in the building culture and in the population culture.

2) The culture population from the museum is not being affected by culture multipliers. So a 28 city with a 100% bonus from a broadcast tower is only getting 14 culture, not the 28 you would expect.

Hey Thal, was wondering where this bug ranked in your current to do list, high priority or on the back burner.

I was pondering doing some more culture playtests but the bug severely nerfs late game culture, so I will try a few other things if its going to be a while to fix.

Museums should be affected by multipliers since the 7.1 beta, though I haven't tested it specifically.
