Problems:
France does not perform well in AI tests, cause AI don't understand which Unit should attack to capture enemy. though this part of UA is extremely powerful in human hands.
Current Culture bonus scales with both number of Cities and number of Units, so a player forced to go wide. This is counterproductive in terms of Cultural victory and lead you to pure domination game.


Current France UA:
Melee and Gunpowder Units may enlist defeated Enemies which do not consume Unit Supply.
+1 Culture in every City for every 10 Military Units in Empire.
+25% Unit Supply from Population.

Proposed France UA:
Land Units with melee attack can capture defeated enemies as supply-free recruits.
When you win a war, gain a permanent +10% boost to tourism and Great Person Generation in your Capital.
+25% Unit Supply from Population.

Rationale:
Spreading capture promo to all land Units with melee attack will help much to AI and would not affect human players much, because of melee UU (everybody prefer fast Musketeurs to random mounted). From the other side this change will provide an opportunity to use some cavalry instead of disbanding them after capture.
Changing second bonus from Culture in all Cities to GPP and Tourism boost in Capital will emphasize that France is a unitary State. It will also support the idea of French great people (France is famous for scientist, engineers, philosophers etc.) and glorious victories of France

When I play France I use the Hinin version of the UA

Grandeur - +10% :c5strength: Combat Strength for each subsequent attack against a single target during a turn. +2 :c5production: Production, +2 :tourism: Tourism and +2 Great General point from World, National and Natural Wonders (+1 from Guilds). +3 :c5food: Food from Great Works and Great Person Tile Improvements.

I find the current one a bit lame, so I'm happy to vote for this reasoned change.
 
IMO, a cultural bonus from winning wars would make France's UA too close to the Aztec's UA.
 
You could exchange
+10% :c5strength: Combat Strength for each subsequent attack against a single target during a turn.
for the current capturing mechanic (or changed to include cavalry). This avoid changing Huns and I imagine the capture part is the bit people like of the current UA.
 
Why not just add the scaling with era on the :c5culture: culture per unit and see how it goes?

There was some back and forth on that back during implementation.
 
That was proved to be insanely OP.
