!920 x1080 60Hz has black border

I have Win 7 , 64 bit, HD7770, quad speed, 8GB RAM.

For some reason, the 1920x1080 60Hz has a black border around the screen so it is not drawing at max. I can change it to 59HZ from within video options and reapply resolution and black border disappears. The problem is after I leave the game, when I go back in it resets it to 60Hz. Even if I manually change the GraphicSetting.ini file to 59Hz it still resets it to 60Hz when it goes back in the game and I have to manually change it before playing.

WHY?

Ok, I've looked around the forum a bit, and I see it is a bug which is planned to be fixed in the first patch.
