A bit of help?

This should be an easy one for someone with experience with Python. I am attempting to use two different files (Flavian Amphitheater by tsentom1 and War Machines by platyping) together in a mod I'm working on. Both deal with cities being captured. There is a section of the Python code that both use, and I am unsure how to merge them, as my Python skill is rather limited. Could someone please take a look at it for me, and if feeling very generous merge the code? I have attached the relevant files.
