A civilization allows itself to be destroyed

In the attached save, the Persian civilization allows itself to be destroyed. A vote in the Apostolic Palace comes up to assign Persepolis (the only Persian city) to me. The following turn, the city is granted to me. Persia actually votes, but rather than defy the resolution (meaning they'll stay in the game), they just vote "no", meaning they allow themselves to be destroyed.

Steps to reproduce (though I'm sure other choices will still make it happen):

1. Press Enter to end turn
2. Do not agree to open borders
3. Build a Privateer
4. Click to assign the Persian city of Persepolis to yourself
5. Vote Yes
6. Fortify the Privateer stack
7. End turn

I don't think I've seen the computer defying any resolution at all, really.
 
Maybe their belief in god was so strong ;)

This is not the same problem but related to it: Often when I warmonger a civ and they have only one city left, they won't become my vassal nor give me any technology in return of a peace treaty. It seems really odd for me, that at the face of annihilation the AI would refuse doing something like that.
 
I have seen AI to defy resolution (Give back city, no tthe only one tho...). I think the base the decision to defy on the consequences of defying (amount of unhappy faces because of it) and not on the consequences of the resolution...

BTW. i think the bug here is not how they voted, but the fact you could put up the resolution at all. They only city means it was the capital (Not the orginal capital from the start, but nevertheless capital).

Capital is not tradeable/giftable through diplomathy, can not be freed as colony... Why should it be possible to "give it back"

Well I'm no expert in history, but one might make the argue, that history shows us, that it really doesn't matter which or whose city it is, if the demands of a bigger civilization want to be met.
 
I was not talking about history, i was talking about the game mechanics, and within those giving away a capital in diplo is a "No-No" regardless the power, demand or just beeing on drugs.

And i suspect the reason behind thes game mechanic is to prevent the AI from doing something stupid - just like it did here. Tho they forgot to fix that loophole in the AP resolutions...

BTW. On second look - Persepolis is the original capital of Persia, isn't it ?
 
Persepolis is the default capital of Persia. I agree that you should not be able to demand, trade, or get a capital through any means but conquest.
