Good afternoon, I have two recommendations regarding the development of fashion, concerning two countries: Russia and Scandinavia.
Russia's unique power of "difficulties" contradicts the historical structure of the Russian state, since for most of its history Russia was a monarchical country, and accelerating construction by sacrificing part of the population was not a frequent method of development, but rather an act of desperation at certain points in history, such as industrialization, or the construction of St. Petersburg. I would suggest replacing it with "emergency measures" to speedup construction under a monarchy or a party dictatorship.
Scandinavia also has an early start, as the first city in Scandinavia only appeared in the 9th century AD. Therefore, I propose moving the emergence of Scandinavia to 880 (the unification of Norway by Harald Fairhair), but compensating for the late start with additional workers and, possibly, additional troops.
Another question: how can I access workers when playing as Celts or Germans?
