1. Is there any way to turn up master volume in civ IV, besides the slider? I have volume all the way up for ambient sounds, but I still want it louder.

2. If I just drop my favorite mp3's into a file somewhere, can that be the playlist, or do I have to edit XMLs? I tried playing winamp in the background, but I like the ambience created better when there are long pauses between songs.

3. Is there a way to shift a map in world builder to the left or right?

4. IS there a way to set it so I can watch AI battles that happen in my view?

Maybe mod the XMLs. (or lower the other sliders more and increase your volume on computer/speakers or stereo)

There is a playlist in the sound options. Unsure where you are supposed to place the mp3's though

I doubt it, I think you would have to save as a worldbuilder save and modify the file manually in a text editor or something. And then start as a scenario from there.

Playeroptions, see if "see enemy movements" is on (something like that). Not sure if that will make you see their battles though.
