When conquering another country, I have notice that if you keep an enemy city, you are stuck with them forever. This is really agrevating if the enemy's empire is very large and you have to deal with unrest all the time. I suggest this. Once you capture a city, the borders will act like normal. However, you also have the former city owner's culture value with it. As you create culture, the former owner's culture value will go down along with it. This will slowly assimilate their citizens into your own and you won't get penilized when you go to war with them again. Once it is down to 0 the city will act like it was yours all along.
